The challenge is real on every endpoint. Settlement on Base mainnet needs a facilitator with the operator's key (the public x402.org facilitator settles on Base Sepolia and other testnets); until that key is set, no payment is charged and a paid retry is answered with the challenge again. That is founder flag F-48, and this sentence changes the day it closes.

Why price in USDC

The estate's own rail prices in ATP, an internal unit no counterparty holds. USDC on Base is what the x402 market pays in; ATP stays the internal accounting unit.
